Does the new 2026 Florida law mean I can skip a permit for small jobs?: Sometimes. A new state law, HB 803, takes effect July 1, 2026. It lets owners of single-family homes, and their contractors, skip the building permit for work valued under $7,500. There is a catch for kitchens and bathrooms. You still need a permit for any electrical, plumbing, mechanical or gas work, even on a small job. So swapping a faucet line or adding an outlet in a bath remodel still needs a permit.

Critical Exclusions: This exemption does not apply to structural, electrical, plumbing, mechanical, gas work, or any projects located within designated flood hazard areas.

Each building department sets its own process, so check with yours before you start.

How do I get the under-$7,500 exemption in the City of Sarasota?: It is not automatic. In the City of Sarasota, the owner or contractor sends the building department a written exemption request. You also include a copy of the written contract and proof of what the work costs. The department then reviews and approves the request. You can apply online through the City's Citizen Services Portal.

Is there a faster permit for roof and window replacements in the City of Sarasota? Yes, often. The City of Sarasota offers "Over the Counter" permits online. They are for simpler jobs, such as a window replacement, a door replacement, a re-roof, an A/C change-out, or a job that is only electrical or only plumbing. These may qualify for faster review. Once your permit is approved, the City emails it to you. A larger kitchen or bath remodel with more than one trade uses the regular Building & Zoning permit.

Do re-roofs and window swaps need a permit in unincorporated Sarasota County? Yes. Sarasota County has its own permit types for this work. A re-roof uses a residential roof permit (RES-ROOF). Replacing windows or doors with the same size uses a residential alteration permit (RES-ALT). Minor electrical repairs use a residential electrical permit (RES-ELC). What is the 50% rule for remodeling in unincorporated Sarasota County? If your home is in a flood zone, Sarasota County compares the cost of your project to the market value of the building. This is called the 50% rule. A substantial improvement is any mix of repair, rebuilding, alteration, addition or other improvement that costs 50% or more of the building's market value. If your project reaches that line, the home must meet the flood rules for new construction. The county's floodplain administrator uses the higher of the actual cash value (if you provide one) or the adjusted tax assessment value. Ask the county building department early if a big remodel might get close to 50%.

Does the 50% rule apply when repairing storm damage in Sarasota County? Yes. Sarasota County uses the same 50% rule for damage repairs. It compares the estimated cost to repair the building to its condition before the damage with the building's market value. If the repair stays under 50%, the home can usually be fixed without extra flood-proofing requirements. If it goes over 50%, the home has to meet extra flood-proofing requirements when it is permitted. Do windows, doors and roofing need a Florida Product Approval in Sarasota County? Yes. Sarasota County is on the coast, so roofing products and products for openings like windows and doors must have a current Florida Product Approval rated for the local wind speed.
